This plan clearly and comprehensively outlines the main challenges facing the Ministry of the Interior in its duty to protect the free exercise of rights and freedoms in areas as complex and ever-changing as cybersecurity, cybercrime, and disinformation. It also details the specialized and coordinated response that will be implemented to address these challenges.

In its development and implementation, the plan has relied not only on the agencies within the State Secretariat for Security—the Cybersecurity Coordination Office (OCC), the National Police, the Civil Guard, and CITCO—but also on the collaboration of the Cybercrime Unit of the State Attorney General’s Office and the regional police forces.
